Measures for the management of cross-sectoral issues in the current negotiations at the level of the EU Council and in the context of the preparation of the Romanian Presidency of the Council

Today, the Government has approved via Memorandum the setting up of inter-institutional working groups that will manage cross-sectoral issues in the current EU negotiations, in terms of ensuring consistency in establishing and endorsing national positions, and of proper preparation of Romania’s agenda and priorities to the Presidency of the EU Council in the first semester of 2019. These working groups will operate on the basis of an internal inter-institutional dialogue mechanism and by defining at institutional level the national coordinators on the respective issues.

  According to the Memorandum adopted today, the following working groups have been set up at national level:

The Working Party on Personal Data Protection will be coordinated by the Ministry of Justice. The group will be composed of representatives of the Ministry of Justice, Ministry of Internal Affairs, Ministry of Foreign Affairs, Ministry of Communications and Information Society and representatives of the National Supervisory Authority for Personal Data Processing );
Working Group on Intellectual Property – observing the enforcement of intellectual property rights will be coordinated by the Ministry of Economy through the State Office for Inventions and Trademarks. The group will be composed of representatives of the Ministry of Economy, the Ministry of Culture and National Identity, the Romanian Copyright Office, the State Office for Inventions and Trademarks and representatives of the Ministry of Justice;
The Working Group on Justice and Home Affairs and of the Foreign Affairs Counselors (JHA-RELEX) will be coordinated by the Ministry of Foreign Affairs. The group will be composed of representatives of the Ministry of Justice, the Ministry of Internal Affairs and the Ministry of Foreign Affairs;
The Horizontal Working Group on cyber issues will be coordinated by the Ministry of Communications and Information Society. The group will be composed of representatives of the Ministry of Communications and Information Society, the Ministry of Foreign Affairs, the Romanian Intelligence Service and the National  Cyber Incident Response Center ;
The Services Working Group will be coordinated by the Ministry of Economy. The group is composed of representatives of the Ministry of Economy, Ministry for Business Environment, Commerce and Entrepreneurship, and representatives of the Ministry of Foreign Affairs;
The Working Group on Fundamental Rights, EU citizens’ rights and free movement of persons will be coordinated by the Ministry of Foreign Affairs. The group will be composed of representatives of the Ministry of Foreign Affairs, the Ministry of Labor and Social Justice, the Ministry of Justice and the Ministry of Internal Affairs.

The Memorandum also sets out the algorithm whereby national institutions with powers in the aforementioned fields will designate the specialists who will hold the offices of presidents and vice-presidents of the EU Council Working Groups during the Romanian Presidency of the Council of the EU.

The exercise of the duties incumbent on the EU Council's rotating presidency implies going beyond the specific approach in the national mandate promotion by Romania’s representatives and is subsumed to assuming the role of facilitator of consensus and its representation in the dialogue with the other EU institutions involved in the Community legislative process - The European Commission and the European Parliament. The complexity of the dossiers on the European agenda, the transverse nature of the current challenges and the high degree of interdependence of European policies call for a consistent and applied follow-up on the evolution of all the dossiers under negotiation at European level to facilitate consensus and achieve progress in terms of the European agenda during Romania's tenure as President of the Council of the EU .
