Statements by Prime Minister Viorica Dancila at the beginning of the Cabinet meeting

Viorica Dancila: Good morning. On today's government meeting, we are discussing a draft emergency ordinance which brings the three justice laws in line with the recommendations of the Venice Commission. This solution was discussed at meetings with Minister of Justice Tudorel Toader, representatives of the Venice Commission, as well as at a meeting with the First Vice-President of the European Commission, Franz Timmermans. As you know, the three justice laws were amended by Parliament and the amendments were validated by the Constitutional Court of Romania to secure better functioning of the justice system in the interest of the citizens.

What we adopt today in the Government represents a harmonisation of the provisions of the laws so as to respond as best as possible to the situations encountered in practice for the proper administration of justice.

Justice in Romania must be the guarantee that Romanians' fundamental rights and freedoms are observed and protected, while abuses and interference with the judiciary are not and will not be tolerated.

Starting tomorrow, the farmers who submitted single payment applications will receive the necessary subsidies for the autumn farm works in advance. On the very first day, October 16, 100,000 farmers will get their money, and in the following days, other 350,000 farmers will also benefit from their subsidies in advance. The Government will grant 70 percent of direct payments and 85 percent of money coming from the European Agricultural Fund for Rural Development.

Therefore, in the next two weeks, 200 million euros will be earmarked for agriculture under this aid scheme alone. We pay the subsidies in time, we offer the farmers the support they need to prepare for the next agricultural year. I want to thank Minister Petre Daea and colleagues at APIA and the Ministry of Agriculture and Rural Development for the work done so far so that the payments be made in advance.

Today, I will start a visit to the Republic of Turkey, the Persian Gulf, the United Arab Emirates and Kuwait, states with potential to develop economic relations with Romania.

Promotion of investments and business opportunities currently represents a priority of the Government. Several Ministers will accompany me in this visit, and we will present important projects of areas such as: transport infrastructure, healthcare, tourism, energy, which private investors can develop, including in private-public partnership. Today, I will have meetings with the President of the Republic of Turkey, Mr. Erdogan, the leadership of the Grand National Assembly of Turkey, as well as with President of the Union of Chambers and Commodity Exchanges of Turkey. Over the next days, I will have several meetings with senior officials of the United Arab Emirates and Kuwait. I want to underline that I will attend the Businessmen Forum of Romania and Kuwait. At the close of the Cabinet meeting, the Government Spokesperson will detail the normative documents that we will adopt on today’s Cabinet meeting. Thank you.
