Statements by Prime Minister Viorica Dăncilă at the start of the Cabinet meeting

Viorica Dăncilă: Good afternoon! As you know, yesterday, I had a meeting with the President of Romania, Mr. Klaus Iohannis, on the preparation of Romania’s taking over and exercising the presidency of the EU Council. We discussed both the preparation phase of the dossiers and the topics of interest, as well as technical issues related to organization, logistics and the programme. Yesterday’s meeting is part of the institutional cooperation mechanism between the Government and the Presidential Administration.

As I have said, in the Centennial year, we are preoccupied with both the events devoted to the Greater Union Centennial, and the important projects for the next generations. I am glad to announce the signing of financing contracts for the launch of two large cultural projects, in total amount of nearly EUR 12 million. It is about the „E-culture” programme: „Digital Library of Romania” and the programme „Historical monuments – strategic planning and optimized public policies”. Under the E-culture project, a number of 550,000 cultural resources will be displayed in the Digital Library of Romania, a library –type digital information platform will be set up, as well as a shared catalogue „culturalia.ro”, and last but not least, nearly 200,000 cultural resources will be digitized and posted on Europeana.eu portal. Thus, the national cultural heritage will be kept, promoted and passed on to future generations. The second project, pertaining to historical monuments, targets the drawing up of the cultural heritage Code, respectively the national strategy on historical monuments protection. We come therefore in support of central public institutions and authorities, for a better preservation and protection of historical monuments. These projects will be achieved from nonrefundable European funds. I trust that their implementation will take place according to the schedule and that they will contribute to promoting our national culture and identity.

On today’s meeting, we discuss about the investment programme in the field of culture. It is an area which urgently needs multiannual funding for the acquisition of real estate historical monuments and cultural assets, building cultural objectives or carrying out intervention works, rehabilitation or modernization of the current ones. Through the approval of a clear investment programe, we can capitalize on historical monuments, libraries, museums, cultural centers, and concert halls. To implement this ample investment programme, we will provide an amount of one billion euros, based on which, multiannual financing contracts can be concluded. This objective was included in the programme for government and is in line with the major strategic objectives of the National Convention on Culture, voted at the PSD Congress convention in March this year.

I have good news ahead of the preparations Romania is making to host the matches of the 2020 European Footbal Championship. The National Investment Company signed yesterday two important contracts. The first contract refers to the design and implementation of the investment works to Steaua Stadium. As you know, the new arenna will have a 30, 500 seats capacity and will meet the criteria imposed by UEFA for sports competitions, for the UEFA ranking level. The second contract refers to drawing up prefeasibility and feasibility studies to the new stadium for Dinamo Bucharest sports club.

The new sports complex will have a capacity of approximately 18,000 seats and will meet the UEFA criteria for unfolding sports competitions for UEFA classification level 4. Both projects will be funded by the Ministry of Regional Development and Public Administration through the National Investment Company .

Today, the substantiation study for Ploiesti – Comarnic – Brasov highway, one of the strategic investment projects about to be completed in public – private partnership is being discussed in first reading today. It is the first public – private partnership project initiated in Romania, the award procedures and the competitive dialogue with investors will start in August. The nearly 115 km long motorway, makes the connection with Brasov municipality, one of the most important economic and tourist centres of the country, crossing the Sinaia –Busteni –Azuga –Predeal tourist area. The investment projects we have announced, have started taking shape and important steps are taken in this direction.

At the close of the Cabinet meeting, the Spokesperson will detail the legislative documents that we will adopt on today’s Executive meeting. Thank you.
