Government`s Working Apparatus

1. Secretariat -General of the Government

The Secretariat -General of the Government is a public institution with legal personality, subordinate to Prime Minister, headed by a Secretary -General with the rank of Minister, assisted by two Deputy Secretaries-General, appointed according to law. The Secretary - General of the Government is the main credit release authority for the apparatus of Government as well as for public institutions and specialized bodies of the central public administration, subordinate to Government, and subordinate and coordinated by Prime Minister respectively.

The Secretariat -General of the Government’s role is to ensure the unfolding of technical operations related to government acts, the resolution of organizational, legal, economic and technical issues pertaining to the Government or the Prime Minister’s activity, as well as the Government and the Prime Minister’s legal representation.

 

2. Fight against fraud Department - DLAF

The Fight against Fraud Department – DLAF is a structure with legal personality, in the apparatus of the Government, under Prime Minister's coordination, financed from the state budget through the budget of the Secretariat -General of the Government, headed by a Chief with the rank of Secretary of State, appointed by Prime Minister's decision for a period of 5 years, tertiary credit release authority; DLAF is the contact institution for the European Anti-Fraud Office (OLAF) and it ensures, supports or coordinates, as appropriate, the fulfillment of Romania’s obligations with respect to the protection of the financial interests of the European Union, in accordance with Art. 325 of the Treaty on the Functioning of the European Union, with the task of controlling the obtaining, unfolding or use of EU funds and related co-financing;

 

3. Control Body of the Prime Minister

The PM’s Control Body is a structure without legal personality, subordinate to the Prime Minister, headed by a Secretary of State, appointed and removed from office by Prime Minister's Decision, and funded through the budget of the Secretariat -General of the Government. It controls and monitors the activity of Ministries and their decentralized public units, public institutions subordinate to Government, specialized bodies of the central public administration subordinate to Government, offices, departments, commissions, autonomous state enterprises, national companies and societies, trading companies and financial -banking institutions with state majority capital or entirely owned by state. The Control Body controls the activity of public institutions subordinate to local public administration authorities, while observing the legal provisions on the general regime of local autonomy and the organization and functioning of local public administration authorities;

 

4. Department for Interethnic Relations

The department for Interethnic Relations is a structure without legal personality, subordinate to the Prime Minister, headed by a Secretary of State, assisted by two Secretaries of State, appointed, or removed from office by Prime Minister's decision, and funded through the budget of the Secretariat -General of the Government. The department’s main task is to implement the policy set out by the Programme for Government, in the field of interethnic relations.

 

5. Centenary Department

The Centenary department is a structure without legal personality, subordinate to Prime Minister, financed through state budget via the budget of the Secretariat -General of the Government , headed by a Secretary of State, appointed and removed from office by Prime Minister’s decision. The objective of the department is the nationwide coordination of the preparations, organization and unfolding of events, actions and projects related to the Centenary of Romania (1918-2018) and the First World War.

 

6. Other departments

Organized as structures with or without legal personality, subordinate to Prime Minister, headed by State Secretaries or persons with similar rank, whose establishment and / or operation is approved by Government Decision.
