Address by Prime Minister Viorica Dancila at the launch of the 2018 edition of the State Aid Scheme, instituted by Government's Decision (HG) no. 807

Viorica Dancila: /.../ we want a real strategic partnership with the large companies wanting to invest in Romania, and for this reason, I am here today, alongside the Minister for the Business Environment, for the launch of the new „ State Aid Scheme”.

I want to give a signal that we want to stimulate new major investments in Romania, which is why we will adopt new measures to support this.

This week, there were published the latest data on the amount of the direct foreign investment for the first three months of 2018. They rose by 21.2 percent compared to the same period of 2017, proof of confidence in the Romanian economy’s potential and in the government, but I reckon this is not enough. We want much more than this.

We want to ensure a positive dynamics of the economy and today we are announcing that in a short while we will launch the state aid scheme for private investments larger than 10 million euros, investment for opening or expanding production capacities.

I won't conceal the fact that our final target is to attract investments worth more than one billion euros. These investments will create thousands jobs and will contribute to the increase in the budgetary revenues.

The state aid scheme launched today is just a part of the package designed to stimulate investment in Romania. In addition to a stable and predictable macroeconomic environment, a stimulating fiscal environment and a well-prepared workforce, we are also proposing a new approach in terms of our relation with the strategic investors in the economy.

We will set up in the ensuing months the Romanian Agency for Foreign Investments and Exports, a "one stop shop" type of centre, a high flexibility agency, with dedicated project managers. It will be a body of managers specialized in the economically strategic sectors for Romania, so as to attract investments. We are aware that encouraging large investment projects will lead to increase in added value exports, increased local integration of production processes, more contracts and jobs for SMEs and of course, reducing imports.

Investments with a major impact on the economy also mean a high degree of technologization, therefore, well-qualified and better paid jobs.

This aspect leads me to a topic that I know the business environment is very much fond of, namely dual education. I know and we understand the needs of the business environment generated by the crisis on the labour market and I consider that the dual education is a sustainable solution. In the 2017-2018 school year, 106 dual education classes were established through contracts concluded with the employers, with the involvement of 227 companies and 68 school units.

I assure you that we are available to permanent dialogue with the business environment, for the best possible solutions in this sector where the changes have a dizzying speed.

I hope the new program launched today to be a success, as have been the previous projects launched by the Ministry for the Business Environment.

I wish you success and as many investments as possible and I am looking forward to seeing your success stories because I consider that good practices are very important.
