First meeting of the National Committee for preparing Romania’s euro-area accession



The National Committee for substantiation of the National Euro Changeover Plan, chaired by Prime Minister Viorica Dancila, was convened today, at Victoria Palace.

Attending the meeting were: BNR Governor, Mugur Isarescu, representatives of the Romanian Academy, Presidential Administration, trade unions, employers, associative structures, civil society, and the academic milieu.

Prime Minister underlined the importance of the National Committee’s activity, given that joining the euro area represents a fundamental objective in terms of Romania’s sustainable development. The Head of the Executive presented the reasons why it is decisive to achieve this year the National Euro Changeover Plan, respectively: the historical nature– great national objectives could be accomplished only by a cohesive nation; the opportunity, taking into account the European Commission’s willigness to back the member states for convergence, and to prepare the euro- area accession. The third argument is that Romania will hold the Presidency of the Council of the EU early next year, a context in which it is desirable to have a National Euro Changeover Plan by the end of this year.

 Another reason, but not the last as importance, regards the complexity of the Eurozone accession process.

In the message conveyed on this occasion, Romanian President Klaus Iohannis welcomed the establishment of the Committee in this wider institutional framework designed to foster national consensus for preparing Romania's accession to the euro area. President deemed such a consensual approach on deepening European integration as beneficial to Romania, stating that he will consistently support it.

The participants outlined that the objective of accession to the euro area exceeds the electoral cycle, and joining the euro area should be a priority country project of Romania, requiring large consensus and the cohesion and support of the entire society. In this context, the BNR Governor Mugur Isarescu, representatives of the Romanian Academy and political parties highlighted their support for the steps designed to prepare Romania’s accession to the euro area.

During the meeting, the progress in setting up working groups was analyzed, the participants considering that they should become functional as soon as possible, in order to provide documents to be debated in the Committee’s meetings.

The National Committee will carry out its work until the end of 2018 and will meet twice a month or as often as necessary. By November 15, 2018, the committee is to draw up:

A Report presenting the current situation in terms of convergence criteria and substantiation of the National Euro Changeover Plan ;

Draft National Euro Changeover Plan.

As a result of permanent consultations in this format and the completed documents, a political statement for assuming the National Euro Changeover Plan will be proposed.
