Prime Minister Viorica Dancila: We found solutions for a part of the reported difficulties, we are searching new solutions for the problems you are facing

Prime Minister Viorica Dancila and several members of the Cabinet discussed today with representatives of the support associations for persons with disabilities, autism spectrum disorders, Down syndrome and patients with rare diseases about the measures taken by the Government as a response to their requests as well as the solutions envisaged for the coming period. These measures aim at ensuring the necessary treatment and therapies, integration into the educational public system, on the labor market and in the community.

"The consultations with you have given us an impetus to answer your requests and also to come up with new solutions that will improve the daily life of children and adults with disabilities, autism spectrum disorders, Down syndrome and rare diseases. The answer you are waiting for, unfortunately for so long, relates to normalcy. We found solutions to some of the points we have put up for discussion. Over the next period, I propose you to work closely together to identify the best possible measures for the problems you are facing, "stated Prime Minister Viorica Dăncilă.

The Head of the Executive pointed out the decisions made by the Government as regards:

providing the necessary funding for the operation of non-governmental organizations, by encouraging micro-enterprises and individuals to make donations (Emergency Ordinance adopted on March 29);
providing social services of residential type for adults with disabilities and respiro services nationwide(decisions adopted today by the Government);
updating and expanding criteria to establish the disability degree for persons with disabilities affected by rare diseases (Joint Order of Ministers of Health and Labor published in the Official Journal of Romania on 2 April);
eliminating the limitation existing so far for students with disabilities or diseases to choose between medical and merit scholarship.

Prime Minister Viorica Dăncilă announced that further measures are to be taken in the next period. In this context, the Minister of Labor and Social Justice Lia Olguţa Vasilescu, stated that measures are envisaged for the regulation of the single transport ticket as an alternative to travel cards granted for free to persons with severe and accentuated handicap and the manner of certificating the persons with disability (disability card), introduction of a new voucher scheme for the purchase of assistive technologies and equipment, to facilitate the access of people with disabilities to computer and communication technology. Minister of Labor also pointed out that another concern targets the continuous training of staff working in institutions, so as to provide the necessary assistance for people with disabilities.

With regard to increasing access to the labor market for people with disabilities, both the Ministry of Labor and Social Justice and the Ministry of European Funds are working on projects funded from national and European funds. Minister of European Funds Rovana Plumb outlined that EUR 155 million could be accessed by amending the Operational Programme Human Capital. The funds will be dedicated to projects to encourage the employment of persons with disabilities and will include measures to support employers by providing subsidies and rendering the the working environment accessible as well as to support people with disabilities. These projects will also include measures for community integration and deinstitutionalisation of persons with disabilities.

The meeting at Victoria Palace was attended by the Health Minister Sorina Pintea, Minister of National Education Valentin Popa, Minister of Public Finance Eugen Teodorovici, representatives of the institutions with responsibilities in managing the problems of persons with disabilities, autism spectrum disorders, Down syndrome and rare diseases.

The consultations between these associations and the Government representatives will continue.
