Romania is recognized for the first time in over 25 years, as a fully trusted partner of the United States, from an intellectual property protection perspective

The Office of the United States Trade Representative (USTR), a U.S. government agency dealing with international trade relations, has published the 2022 Special Report 301, removing Romania from the “Watch List”, for the first time in over 25 years. Therefore, our capacity to push back the limits previously indicated in terms of IP rights protection has been formally recognized.

USTR Special Report 301 identifies countries that do not provide adequate and effective protection of intellectual property rights and / or fair and equitable market access for businesses based on intellectual property protection. The report has been published annually since 1989.

Romania was on the Watch List for the first time in 1995 and, after 3-year observation, entered this List where it could be constantly found from 1999 to 2021, being the only EU member state on the reference list.

Romania's removal from the Special Report 301 Watch List represents a recognition of the significant steps Romania has taken in the last year to improve IP protection and enforcement, as well as of the Romanian Government's focus on streamlining this field with a major contribution to the society’s economic and socio-cultural development.

USTR release cited among the reasons for this positive development, the following: the appointment of its first-ever national IP enforcement coordinator in the person of the Advisor to the Prime Minister, Sorin Costreie, establishment of a new department of the economic police dedicated to online piracy cases(within the Economic Crime Investigation Directorate of the General Inspectorate of the Romanian Police), dedication of additional officers to IP investigations, and the General Prosecutor Office Intellectual Property Coordination Department’s resumed coordination of IP working group sessions, a public –private partnership established as a support structure for the activities to prevent and combat IP infringements.

Sorin Costreie, Advisor to the Prime Minister, National Coordinator in the field of intellectual property, stated: “Romania prioritizes the trade partnership with the United States and considers today's announcement as a sign of recognition and encouragement to deepen this cooperation. We look forward to continuing to collaborate with the United States and our other partners as part of our joint commitment to protecting and enforcing intellectual property rights. ”
