Prime Minister Florin Cîțu attended a pilot show at the National Theatre, in Bucharest

Florin Cîţu: I want to thank Romanians that together, we went through a difficult year, we wore masks, we kept the social distance, we were vaccinated. I want to thank the Romanians that they have understood that we have a vaccination campaign that goes on and today we have a record number of vaccinated people, 120,000 vaccinated people. The campaign continues, the Romanians have understood that the only solution to get out of the pandemic is vaccination.

This evening I am very happy to be at this show, a pilot event, but you know very well that from June 1 we will kick off several events, with certain regulations. Starting today we took the first step in returning to normal, an important step that Romania is taking and I think it is the first country in the European Union to take this step, thanks to the Romanians. The Romanians have understood they should get vaccinated.

Reporter: Can you explain to us, please, what was the rationale behind the fact that, at the last second, the idea of these pilot shows, changed, with a mandatory wearing of a protective mask and with a hall occupancy rate of 75%, not 100%, how were these shows originally thought?

Florin Cîţu: It is about specialists here. I always follow what the specialists tell us, and if the specialists tell us that this is the best formula presently, with this we go to this pilot event. You realize that, in two weeks, we reach June 1st and start the shows, with certain conditions, on July 1st we relax more the conditions and, afterwards, on August 1st.

Reporter: I would like to ask you, Mr Prime Minister: at work, where there are only vaccinated people, do we wear or not a mask?

Florin Cîţu: It is not a clear decision yet. We will make this decision after June 1.

Reporter: There is a decision in the Government Decision published last evening ...

Florin Cîţu: I know it very well; not in the Government Decision, but in the order of the Minister of Health. I think it is a decision made prior to analysis. We will discuss it as of June 1.

Reporter: But the order was published last night in the "Official Gazette", signed by some institutions ...

Florin Cîţu: I know it was published.

Reporter: Has this order already been modified?

Florin Cîţu: I believe that this order will be amended.

Reporter: So at work, we will definitely wear a mask.

Florin Cîţu: Mask will be worn at work, indoors. This order will be amended;, we will talk about other amendments after June 1.

Reporter: Was it an omission?

Florin Cîţu: It is possible.

Reporter: Mr Prime Minister, Mr Bode said today that there will still be checks on the organizers who are supposed to verify those vaccination certificates. But these checks and fines likely to be imposed, as you said, on what law are they imposed? Can you explain a little?

Florin Cîţu: We are talking about events that will be organized after June 1. Therefore, we will amend the necessary normative acts to create the necessary legal framework to be able to go to that stage. At present, we presented the following steps, in the CNSU decision,  in order to be very clear for everyone what to expect.

Reporter: So, shows will be open for all Romanians starting June 1?

Florin Cîţu: For all Romanians ... It depends on whether or not they are vaccinated. You have seen that attendance of each event, indoors or outdoors, implies compliance with certain criteria: a certain number of spectators indoors, if people are not vaccinated; if the organizers assume that spectators are vaccinated, then we are talking about another number of spectators.

Reporter: How will the organizers check the vaccination certificates, taking into account that they are not stamped, they do not have anything distinctive on them, they can be easily forged by anyone?

Florin Cîţu: They checked here very easily. We are in 2021, we can talk about solutions. I entered here today with an ID card.

Reporter: When can this be applied in restaurants and gyms?

Reporter: The question is for those who are not from Romania, Mr Prime Minister, and who want to do /.../ an event in our country and have been vaccinated in other states. Does the system work ...?

Florin Cîţu: Romania has taken the decision - I think it is unique in the European Union - to allow citizens coming from green areas to enter Romania - tourists - without any documents to certify whether or not they are vaccinated; only with the necessary documents to enter Romania. As we have found a solution for this moment, we will find solutions for the others as well. I advise you to be patient. It is an important moment for Romanians, it is relaxation. I'd like to look at what's happening today, and we're talking about June 1 next time. Thank you! I would like you to enjoy the show!

Reporter: Regarding the Government Decision on the expansion of the alert state, Mr Prime Minister. It mentions only the people who had the booster and ten days after it. What happens to those who got vaccinated with Johnson & Johnson, where it is a single dose?

Florin Cîţu: And there is a certain period after /.../.

Reporter: It is provided in the Government Decision.

Florin Cîţu: If there is an omission, we will publish the Government Decision for this case, the vaccination with Johnson & Johnson. There is always a plan B, and I said it: if things do not go as aforementioned, we can also pull the emergency brake.
