Romania is on the right track to becoming the first country with the newest, safest and cleanest nuclear technology -SMR

Prime Minister Nicolae-Ionel Ciucă met today with representatives of US–based Fluor Corporation listed on the New York stock exchange with a business turnover of nearly 15 billion USD per year.

The company is the biggest financer and shareholder of small-sized modular reactors, NuScale – the sole technology of this class of nuclear plants certified by a regulatory authority (USNRC).

“The SMR project from Doicesti is an objective of national interest. The steps we take in Romania are based on the good partnership between Nuclearelectrica, NuScale Power, and Fuor Co., and have global relevance, and the actions that we undertook benefit from the US's highest level of support, including financially. We are determined to turn Romania into a pole of new capacities for green energy, to secure highly-qualified jobs. We focus on the entire production chain to implement this flagship project for Europe, which would ensure our energy security and even the role of the supplier in the region. I want us to keep the pace also for the reactors 3 and 4 from Cernavoda”, stated Prime Minister Nicolae-Ionel Ciucă.

 SMR NuScale – RoPower Nuclear project

In November 2021, Nuclearelectrica and NuScale Power signed an agreement to advance the implementation of NuScale's innovative small modular reactor technology in Romania this decade.

In May 2022, Nuclearelectrica, NuScale, and E-Infra, the owner of the site, signed an MoU for the development of the first small modular reactor (SMR) in Romania on the site of the former thermal power plant in Doicești, Dâmbovița county. Fluor Co. will coordinate the Engineering, Procurement, and Construction (EPC) stages of this project.

On June 27, 2022, US President Joe Biden, at the launch of the Partnership for Infrastructure and Global Investment, presented at the G7 Leaders' Summit, announced the allocation of a grant of 14 million USD for the development of small modular reactors in Romania by NuScale – Front-End Engineering and Design (FEED) study for the SMR project in Romania.

The American company NuScale Power and the Romanian company RoPower Nuclear (equally owned by Nuclearelectrica and Nova Power & Gas), signed the contract for phase 1 of the engineering and design work for the first plant with small modular nuclear reactors in Romania.

The project of Units 3 and 4 at CNE Cernavodă

In November 2021, Energonuclear S.A., the project company, signed the first contract with Candu Energy which will provide engineering services for the development and updating of documentation necessary to kick off the CANDU  3&4 Units Project.

Until now, American partners Fluor Corporation, Candu Energy, and Sargent&Lundy have joined the project in the Joint Venture (JV). The main responsibilities of the JV consist mainly of providing project management and conceptual engineering development, an activity predominantly provided by Candu Energy, Sargent & Lundy, and Ansaldo.
