Florin Cîțu: Thank you for your invitation. First of all, I have come here to see this ambitious plan of investment. You know very well that I submitted the National Recovery and Resilience Plan in Brussels, a few days ago. All Maramures inhabitants should know that you have projects in the National Recovery and Resilience Plan. I have said at the beginning that this plan has resources and we will have investments in all corners in Romania. A part of investments will be oriented to healthcare, and they are even administered by the County Council and a part is allocated to infrastructure. I looked at this plan, ambitious investment plan, which shows that nothing has been done in the past here, and you have lots of work to do, Mr. Chairman, you may count on resources from us too, we will support you. This express road Baia Mare – Satu Mare is the first priority, I would say looking at this project. It is also included in PNRR, but we will surely have funding sources to finish this express road. It is important for you, I have seen how the area has developed, I have seen the problems of private companies, and all with whom I have discussed, have told me very clearly that the road infrastructure especially is what needs to be developed here, and I wanted to make sure that our discussions aimed at the prioritization of these projects. It is an ambitious investment plan, but you have support. We have support from PNRR. You very well know that over 7 billion euros are allocated through PNRR for the development of rail and road infrastructure. Healthcare – money that reaches here, but we also have European funds, that was another discussion. I finished discussions on PNRR, the projects we can carry out until 2026, are included in PNRR, that was an important criterion. Those that had important digitalization components, but also green energy are included in the PNRR. Now we take the other projects, the ones for which we didn't have SF, for example, but which have to be done, and here you still have an express road and some other important things and we look to finance them from European funds, it is the second source of financing.

 The third financing resource follows, from the budget, projects that are not funded by PNRR, nor the European funds, or the budget. That is, in fact, what I will do next. I want to assure the Romanians that we will have sources of funding and what we promised to do by 2024, and I told you that we are preparing for a government of at least eight years, so until 2028, we will cross the Carpathians with a highway, Sibiu-Pitești will be built. We will build hospitals through PNRR, but there are other hospitals, until 2024 we will have those hospitals. I hope that this project from you, the "Dr. Constantin Opriș" County Emergency Hospital in Baia Mare, will be completed. I think you have "rehabilitation, systematization of the premises" - so it will certainly be completed and so on. Another important thing today: I really wanted to see a private investment with 100% Romanian capital. It is in Maramureș, it is the largest exporter, it is the number 1 exporter in Romania, it is the largest exporter with Romanian private capital, to be very clear.

But it is important, it is a company that has been producing for years for another very large company, which we all use, but I also wanted to see these successful examples that should be encouraged. There are people who have not used state resources, there are people who have invested their money and succeeded. There are examples that must be followed and we need to bring this type of entrepreneur into the public space. I have always said, in this government, the entrepreneur is a hero and we must present these heroes to the public because these are the examples to follow.

We have too many negative examples and we discourage people. No, this is a positive example. And of course, they had only one wish: to invest more in infrastructure. Not for them, I don't want for them, I want for the people here, to be easier for everyone, to get to work easier, to leave, then to get home faster, not to waste time in traffic. I repeat, a very important investment and an example for other companies in Romania. And last but not least, we visited a vaccination centre, because we are still in a pandemic. Even if the data for Romania looks very, very good, we are the first country to start vaccination for young people over 12, but we must keep pace. We allocated resources to get vaccinated and we had a successful vaccination campaign in urban areas. So far, if we take into account the people who went through the disease and the vaccination rate, there are both Cluj and Bucharest, and I think Constanța, Timișoara, which have a rate higher than 50%, regarding the population's immunity. But it is not enough, we need to bring the vaccine closer to the citizens, and now follows the second stage of the campaign, this campaign to take the vaccine to rural areas. And here we need mayors, local opinion leaders, teachers, doctors, a priest, we need the president of the County Council. They are good examples, we have already seen good examples in the country that can be followed, but we must go in this direction. The pandemic has not passed, we are in a very good time for the pandemic, for this situation, not for the pandemic, but it has not passed. We must continue our efforts. And the vaccination campaign will continue until we overcome the pandemic. It is the only solution to overcome this pandemic.
